The Great Debate

During Reconstruction, many people in the North (and some in the South) argued about whether the South should have gotten amnesty. I think that they should still have the amnesty they got, but not in the way they got it. Instead of making it seem like the Union was having pity on the South, a little punishment might have been acceptable. Have a little over half of each Southern state swear their loyalty to the Union, instead of the 10% that Lincoln issued. The Union should have made the Southern states work to gain their stateship rights back.
